Cambodian Journalism Associations Advocate for Independent Press Council to Enhance Media Ethics and Safety

Calls Arise During UNESCO Panel to Address Press Challenges and Strengthen Journalistic Integrity
Cambodian journalism associations are urging the establishment of an independent press council, modeled after similar bodies in other ASEAN nations, to bolster ethical standards and improve safety for journalists. This call was made during the October thirty-first conference, "Trust in Cambodian News," organized by UNESCO to commemorate the International Day to End Impunity for Crimes Against Journalists. Chhan Sokunthea, executive director of the Cambodian Center for Independent Media, highlighted the necessity of a self-regulating media industry to resolve ethical issues without judicial intervention, citing recent cases where journalists faced imprisonment and lawsuits for reporting on sensitive topics. Sokunthea emphasized that an independent press council staffed by experienced professionals could effectively address ethical breaches and protect journalists, thereby preserving Cambodia’s media integrity.

The panel discussion also featured insights from international attendees, including Otelio Ote, chairman of Timor Leste’s independent press council, who advocated for Cambodia to adopt a similar model to ensure editorial independence and legal safeguards for journalists. Representatives from Voice of America Khmer and local journalists echoed these sentiments, expressing frustration with the current system where the Ministry of Information governs journalism ethics, thereby limiting journalistic freedom and accountability. They stressed that an independent council would represent journalists' interests, establish a fair code of conduct, and provide necessary support to report without fear of retribution.

UNESCO’s country representative, Sardar Umar Alam, underscored the importance of such a council in promoting freedom of expression and ensuring the safety of journalists. Pa Chanroeun, president of the Cambodian Institute for Democracy, further noted that while Cambodia has a diverse range of media outlets, the lack of trustworthy, high-quality journalism persists, exacerbated by the arrest and detention of journalists. Chanroeun stressed that freedom of speech and press are vital for a democratic society, as they enable the exchange of ideas and hold power accountable. The proposed press council aims to create a safer and more ethical environment for journalists, fostering a resilient and independent media landscape in Cambodia.
