Cambodia's Development Finance: A Closer Look at International Contributions

Navigating the Gap between Commitments and Actual Funding
Despite a substantial $380 billion pledged for development across Southeast Asia, Cambodia has secured a mere 7 percent, equating to $27.1 billion. This funding disparity is highlighted by the Lowy Institute's Southeast Asia Aid Map, which also notes a troubling trend: of the committed funds, only $17.7 billion has been disbursed for nearly 15,000 development projects in Cambodia.

The overall official development finance to Cambodia saw a significant decrease of 30 percent in 2022, dropping to $2.3 billion. This decline reflects a regional downturn but raises concerns particularly for Cambodia, where the economy still struggles to rebound to pre-pandemic levels.

Alexandre Dayant, a senior economist at the Lowy Institute, stresses the critical role of development finance in supporting vital sectors such as infrastructure, health, education, and poverty alleviation in Cambodia. However, the recent reduction in aid, especially from China—Cambodia's largest donor until 2022—poses new challenges. Chinese funding fell to unprecedented lows last year, mirroring a broader reduction across the region.

Despite this, the Southeast Asia Aid Map indicates increased involvement from other regional powers like India, Japan, and Korea, suggesting a potential broadening of Cambodia's development partnership network beyond traditional allies.

Key projects in Cambodia benefiting from international finance include infrastructural developments like the 7th Cambodia-China Friendship Bridge and significant upgrades to healthcare education systems and major transportation routes.

While Cambodia achieved lower middle-income status in 2015 and aims for upper middle-income by 2030, it faces ongoing challenges. With a GDP per capita of $1,760—among the lowest in Southeast Asia—the country continues to confront substantial developmental hurdles, compounded by governance issues that hinder progress.

Despite these challenges, Cambodia has made remarkable strides in reducing poverty and achieving economic growth since the end of its civil conflict in 1991, showcasing the transformative power of targeted development aid.
